Supporting IES in the Course: Operation & Maintenance of Silty Water Treatment Plants for Construction Sites
The Institution of Engineers, Singapore (IES) has launched a new Certificate of Competency (CoC) in Operation and Maintenance of Silty Water Treatment Plants (SWTPs) for Construction Site Personnel. This is a dedicated course aimed at the workers and supervisors who physically operate and maintain ECM silty water treatment systems on construction sites — a role that is distinct from the Earth Control Measures Officer (ECMO) qualification. With PUB's enforcement of ECM requirements actively ongoing, and penalties under the Sewerage and Drainage Act reaching up to $50,000 for non-compliance, having trained and certified operators managing SWTPs on site has never been more important.
The launch of this course reflects a growing recognition within the industry that proper SWTP operation requires dedicated, structured training. While the ECMO qualification covers the design and oversight of ECM plans, day-to-day equipment operation and maintenance demands its own competency. Site personnel who complete this CoC will be better equipped to ensure their silty water treatment systems run correctly, treat discharge to PUB's required Total Suspended Solids (TSS) limit of 50mg/L, and respond appropriately when systems require attention — reducing the risk of non-compliant discharge entering public drains.
